Reports create confusion about army’s position on Nato supplies

ISLAMABAD: The recent meetings in Islamabad, interaction with top government functionaries and senior PPP leaders establish one thing very clearly that if President Asif Ali Zardari announces reopening of Nato supply routes in Chicago, he will further distance himself and his camp in PPP from the people, Parliament, Pakistan Army and even the sincere leadership of his political party.

Senior PPP leader Mian Raza Rabbani says the recommendations given by Parliament, including an apology by United States on Salala attack, are binding on the government before making any decision on reopening of Nato supply routes.

On the other hand, senior government officials have clarified a wrong perception, saying the Pakistan Army is still opposing any “shameful” restoration of Nato supply routes without even implementing Parliament’s recommendations, a stance which was abundantly clear in the recent DCC meeting.

The perception gathered weight and became viral on the social media when it was announced that President Zardari will attend the Nato summit in Chicago, and pro-PPP elements started planting information that the Army was fully supporting an unconditional reopening of Nato supply lines.

The ruling PPP and other major political parties appear to have backtracked from their public commitments that supply lines would be reopened only after United States will fulfill certain conditions set by the Parliamentary Committee on National Security (PCNS) which were later approved by Parliament.

Credible sources now confirm that the federal government is all set to compromise on the basic conditions, including an apology on Salala attack and stopping of drone attacks to appease the United States and to have its blessings.

But PPP leaders in the government are leaking to selected media men that the Army has raised no objection to any decision by the government to reopen NATO supply and the Army chief himself has given an assurance to Isaf commanders in Afghanistan that Nato supply routes would be reopened.

Senior officials say this topic was not even on the agenda of tripartite meeting between army commanders of Pakistan, US and Afghanistan. The officials say keeping aside the media reports and spin, even the press release issued by the ISPR does not talk about any discussion on NATO supplies in this meeting.

A three-line press release issued by ISPR on May 13, read: “Rawalpindi—35th meeting of Tripartite Commission was held between military authorities of Pakistan, Afghanistan and Isaf, today. The Commission provides a forum to raise and process contentious issues and facilitate settlement. Talks focused on border control measures, and mechanisms put in place to avoid untoward incidents on both sides of Pak-Afghan border. “Pakistan Army contingent was led by COAS, General Ashfaq Parvez Kayani. General John Allen, Commander Isaf and General Sher Muhammad Karimi, Chief of General Staff Afghan National Army, headed respective delegations.”

Deliberate confusion was apparently spread by some pro-government media circles when a news item was circulated by a news agency which has known links with the top PPP leadership. This news item issued on May 10, quoted “reliable and well-informed military sources” and revealed that Chief of Army Staff General Ashfaq Parez Kayani will accompany President Asif Ali Zardari to Chicago to attend the Nato leadership conference starting from May 20.

This item was released when no one even had any idea that Pakistan will even get an invitation to the summit and that President Zardari will represent the country.

The item further said that the decision to include General Ashfaq Parvez Kayani was made during last week’s troika’s meeting held at the Aiwan-e-Sadr. The more important part of this item was that “President Zardari had directed Gen Kayani to accompany him (Zardari) to Nato leadership conference during this meeting, which was also attended by Prime Minister, Syed Yusuf Raza Gilani.”

Online news agency report said it “was further informed that General Kayani would assist the president in the conference matters, besides meeting American military leadership, during which Kayani would also raise the issue of defence needs of Pakistani Armed Forces and continuous drone attacks.

Yet another startling disclosure was made in the news item. It quoted sources having “disclosed that the Pakistani military wanted to carry out a limited operation in Northern Waziristan to face the Nato leadership conference with a more favorable stance. American President Obama’s special envoy for Pakistan and Afghanistan, Mark Grossman, had delivered a special invitation to President Asif Ali Zardari on Obama’s behalf, after which Pakistan had decided to attend this conference.

This story was not denied or retracted by the Online news agency but a major newspaper on May 18 reported that General Kayani had changed his mind to accompany President Zardari in view of the negative reaction if Nato supplies were resumed.

Another intriguing news report, also coming from media circles close to the government, claimed that a meeting of the Corps Commanders was held in Rawalpindi, when the ISPR had totally denied any such meeting.

Not only these media circles claimed that the meeting was held, assumed details of the Corps Commanders discussions were also leaked (or cooked up) and two key points mentioned were that the Corps Commanders had expressed full confidence in Army Chief General Kayani and a proposed operation in North Waziristan was discussed.

Why did the Corps Commander feel the need to show confidence in their chief was not explained but it is a highly unusual thing, if it ever happened. Yet the ISPR did not say a word to remove that impression.

The ISPR, when contacted several times, only repeated a one-line statement that no meeting of the Corps Commanders was held, but it said nothing about the speculations and spin that was attributed to the top level meeting of the army commanders, something that had never happened before.

Later, when this spin in media started getting credibility because of silence of the ISPR, the army again came on record and clarified that nothing regarding the Nato supply restoration was discussed in Isaf meeting in Afghanistan.

Many analysts believe that in case of unplanned reopening of Nato supplies, a new wave of terrorism will hit the country, mostly ordinary people, while members of Zardari-camp, ministers and generals will continue to move under foolproof security arrangements. They believe that any decision in this regard should be taken by keeping ground realities in view and considering the fact that such blind following of US policies is a major reason to push even the moderate youth towards the extremists.

PCNS Chairman Mian Raza Rabbani, while talking to The News, said that an unconditional apology by US on Salala attack was a mandatory part of the recommendations of his committee.

The recommendations of the PCNS were approved by Parliament and hence are binding on the government,” Rabbani said in categorical terms.

He said that the government could not ignore the recommendations of the parliament.

When asked that Pakistan’s ambassador to US Sherry Rehman has said that talks to discuss supply routes had begun and “Pakistan will continue pressing US for a Salala apology,” Rabbani said that statement of Foreign Minister Hina Rabbani in an TV interview was more important for him who had said that no decision has been made so far.

“I will not comment on the hypothesis that the government will open supply routes without following Parliament’s recommendations,” Rabbani said, adding: “But, government is bound to follow Parliament’s recommendations, and it could not reopen Nato supply routes without fulfillment of conditions given in these recommendations.”

Sherry Rehman had stated on Twitter that “Pakistan will attend Nato summit; discussions begin on supply routes; Pakistan will continue to press for Salala apology and will work for best national outcomes.”

She had further stated: “The military will look to fresh border ground rules with Nato, Isaf so incidents like Salala don’t recur.”

Some people had expressed shock on her statements, but the government, in Islamabad, was sticking to the position that it had not decided to reopen Nato routes.

11 Pak army troops martyred in Miranshah

MIRANSHAH: After two more bodies were recovered from Miranshah, the toll of martyred Pak army troops rose to eleven on Monday, Geo News reported.

Earlier, ISPR told that nine Pak army troops were martyred while scores of militants were killed in an clash following an army convoy came under attack in the country's troubled northwest on Sunday, a day after a US drone strike killed 10 insurgents.

The attack triggered a gun battle that raged for more than two hours near Miranshah, the main town in the notorious militant stronghold of North Waziristan.

Security officials confirmed the clash while witnesses said helicopters were seen circling overhead.

The convoy came under attack from about a dozen militants armed with rockets and automatic rifles, officials said, and followed a US drone strike on a militant compound in North Waziristan on Saturday in which at least 10 insurgents were killed.

Waziristan lies in northwestern Pakistan's semi-autonomous tribal belt which Washington considers the main hub for Taliban and Al-Qaeda to plot attacks on the West and in Afghanistan.

Pakistan says the drone strikes are counter productive and undermine government efforts to separate tribes from militants, violate Pakistan's sovereignty, kill civilians and fuel anti-US sentiment. (AFP)

Attack Pak Army for Defence - Abbotabad Operation

Washington: President Barack Obama had instructed the US commandos to fight their way out if they were challenged by the Pakistani soldiers during the daring Abbottabad raid that killed Osama bin Laden, saying safety of his forces was more important than keeping Pakistanis happy.

"The premium is on the protection of our force, not on keeping the Pakistanis happy," Obama instructed Commander of the US Special Operations Command William McRaven, according to a new book 'Manhunt: The Ten-Year Search for Bin Laden - from 9/11 to Abbottabad', that hit the book stand this week.

Obama's specific instructions in this regard, marking a huge fundamental shift, came as his team were in discussion what to do if the Navy Seals were challenged by Pakistan during or after the raid at the Abbottabad on May 2 last year.

"Now that the decision had been made not to bring the Pakistanis into any aspect of the operation, Obama (Commander-in-Chief) and his team had to think through how best to deal with whatever their reaction might be, particularly on the ground in Abbottabad, should the president green-light the raid," author Peter L Bergen wrote.

According to the book, a senior administration official explains: "McRaven, in some of the earliest briefings, was very sensitive to the idea that we don't want to create, for lack of a better word, a shit storm with the Pakistanis if we don't need to. So if this can be accomplished in a way that did not result in dead Pakistanis, either civilians or security forces, that's the optimal solution."

McRaven initially came up with an assault plan that would ave had the SEALs avoiding any kind of firefight with the Pakistanis unless it was absolutely necessary.

Is TTP a Sister Organization of Al-Qaida?

TTP Commander Hakeemullah Mehsud’s former deputy Wali-ur-Rehman in an interview has confirmed the reports that TTP chief received money from Pakistan’s arch-rival, India, to kill a former Pakistan’s ISI official acting as a mediator between the TTP and the Pakistani government.

Such reports of Links of TTP and Al Qaida with Indian Spy Agencies are not new as last year in December a major raid took place in Tank District of KPK province where according to one senior FC official, “The officers stumbled upon a warehouse containing large caches of weapons which were of the same make as that used by the Indian military”. TTP and Al Qaida earlier today also claimed responsibility for the brutal killing and subsequent martyrdom of 15 paramilitary officials belonging to the Frontier Constabulary. The officers were abducted last year on December 22 after the major raid at Indian weapons depot of TTP.

India aide to TTP and Al Qaida and their multiple purposes in disguise of these militant outfits are exposed now. Apart from the main objective of destabilizing Pakistan, these outfits are used for spoiling Pakistan’s relations with its neighbors. Kidnapping and killing of several Chinese officials working on development projects in Baluchistan and in FATA were undertaken at the behest of India. Establishment of ETIM, a separatist organization vying for independence of Xingjiang province of China was reportedly based in FATA under the protection of TTP. Likewise, attacks on Imambargahs and targeting of Shia clerics and notables as well as acts of terror in Zahidan province of Iran using Jindollah group from Baluchistan were RAW-CIA-MI-6 sponsored to fan Shia-Sunni conflict and to mar Pak-Iran relations. Jindollah’s leader Abdol Malik Regi who has recently been arrested was operating from Afghanistan and Dubai.

In accordance to Islamic teachings, Muslim can never kill any other Muslim, Whereas TTP and Al Qaida is continuously killing innocent Muslims, bombarding mosques and abrogating schools in Pakistan which clearly depicts their unIslamic beliefs. These militant outfits are only using disguise of Islam and there acts are totally discrepant with Shariha and Caliphate.

To be noted that earlier in a related development, a defector Qari Zain Mehsud held a press conference in which he revealed that the Indian intelligence was also involved in supporting the TTP and Al Qaida and providing it with weapons and logistics. He was killed within a few days after this expose.

Involvement of Sub-nationalist groups in missing persons of FATA and Balochistan

ISLAMABAD – Chief of Army Staff (COAS) General Ashfaq Parvez Kayani has said that there is no military operation being carried out in Balochistan and not a single soldier is involved in any operation in the province. Gen Kayani said this while talking to the media persons during a reception arranged by the Prime Minister Yousuf Raza Gilani in the honour of Sri Lankan President Mahinda Rajapaksa.

The rumors about military operation in Balochistan were mere propaganda while the Frontier Core (FC) was helping out the provincial government under the article 245. The situation that appeared after the murder of a Balochi leader Habib Jalib tells enough who was behind creating law and order situation, but unfortunately the blame has been put on to the army. To a question, he said Balochistan has a great strategic importance, particularly for the Central Asian States and Afghanistan.

Sources informed this scribe that insurgency is restricted to only three districts of Balochistan while major part of the province is in peace. Militant outfits, particularly Baloch Republican Army, Balochistan Liberation Front and Balochistan Liberation Army are actively involved in the insurgency. During last four years, insurgents have established various camps and arms are being supplied to them from Central Asian States, Afghanistan (USZ, NATO, Israhell) and India.

They said more than 400,000 residents of the province have been displaced while Kohlu garrison and many garrisons in Sui have been sealed, and about 70 percent schools too have been closed down throughout the province. Sources were of the opinion that a political vacuum is being severely felt and since the issue of Balochistan is political in nature, it must be resolved on political basis. The role of provincial police is limited and confined to particular areas while the general responsibility of security throughout the province has been put on the FC.

Due to insecurity and bad governance, development funds are also not being properly utilised, they added. They have further deplored that no serious efforts have been carried out so far to implement Aghaz-e Haqooq-e-Balochistan and residents have not bore any fruit from this support package. However, despite the deteriorating law and order situation, various international firms are interested in working in the province but

The worrisome situation in Baluchistan is not restricted to local conditions and vested interests as foreign powers are behind it that wants to advance their objectives in view of the location of the area, well-places sources have said. They said the authorities failed to bridge the gulf, created after the army was called back from Balochistan, through political process. The law enforcement institutions were under pressure as they are neither well-educated nor adequately trained. Sixty five percent of the personnel are under-Matric and the security forces have been made target of well-organized and constant propaganda that they have established a state within the state.

The sources revealed that extremists are provided training in camps set up in Afghanistan and then sent to Balochistan with enough funds and arms. They said that Brahamdag Bugti, Harbiyar Marri, Javed Mengal and Dr Allah Nazar were leading four groups of miscreants. First three of them are presently in Europe while Dr Allah Nazar is active in the mountains of Khuzdar. They said the roots of all the problems in Balochistan are in Afghanistan. They said the political decisions taken in the past have also added to the worsening of the situation. They pointed out that Chamlang coalmines are providing jobs to 75,000 people since 2006 but Khair Bakhsh Marri and Mir Biyar Marri are trying to close down the coalmine.

The sources strongly denied involvement of security institutions in the kidnapping of people. They pointed out that in addition to US, Israel, India, Iran and Gulf States, European countries too were playing games to protect and advance their vested interests. They said there is no presence of Jandola and there has been no complaint from Iran in the last seven months in this connection.
